Spelers hebben de mogelijkheid om hun eigen karakter te maken die dient in de lage rangen van het leger. Je kan vervolgens langzaam aan stijgen door de rangen om uiteindelijk het land te regeren.

Na Samurai Warriors 2 Empires voor PlayStation 2 is het negen jaar stil geweest rondom de Empires van de Samurai Warriors-reeks. Samurai Warriors 4 Empires geeft een andere invalshoek op de gebeurtenissen in Samurai Warriors 4, met veel meer strategie. Je kunt je eigen personage maken die zichzelf moet bewijzen en stijgen in rang om uiteindelijk over Japan te heersen. Samurai Warriors 4 Empires marks the return of the ?Empires? brand in the Samurai Warriors universe after a nine year gap. Since the 2007 release of Samurai Warriors 2 Empires for the PlayStation®2, Samurai Warriors has grown to become one of the most successful and acclaimed titles in the Warriors universe. This revamped version of the fan-favourite installment features much improved battle gameplay and an expanded intuitive governing system, and explores the effects of building in-depth relationships and alliances. Empires provides an alternative look on the events depicted in Samurai Warriors 4, using the historical landscape as a setting for an exciting strategy-focused game. Players have the opportunity to create their own character and set up a game that starts them off in the lower ranks of the army and allows them to gradually progress to rule the entire land through their conquests. User-created custom characters have always been at the center of the "Empires" titles, but over 100 well-known officers (not traditionally playable characters) have also been given their own unique appearance and statistics. In an additional first for the series, over 100 female characters have also been given individual appearances and statistics. Naturally, all of these characters can and will appear in the dramatic interpersonal cut-scenes, adding new variety and excitement to the gameplay.
