In deze versie van Dead Rising 2 is Frank West zijn superster status kwijt na de gebeurtenissen uit Dead Rising.

Compleet blut na een mislukte lancering van een haar groei product is Frank naar Fortune City gekomen om in de Terror is Reality show op te treden. Frank heeft uiteraard wel zijn dagelijkse Zombrex shot nodig om niet in een zombie te veranderen.

In principe is Dead Rising 2 Off the Record de originele game vanuit het perspectief van Frank West. Uiteraard zijn er wel wat nodige veranderingen toegepast.
